This Constitution establishes the governance framework for the Asian StarNexus Innovation Research Society (ASIRS) and its publishing operations under StarNexus Science Press (Hong Kong). It defines the structure, responsibilities, and operational principles that guide our editorial decision-making, peer review processes, and scholarly publishing activities.

All editorial board members, reviewers, and contributors are expected to adhere to the principles outlined herein. This document serves as the foundation for maintaining academic integrity, editorial independence, and transparent governance across all ASIRS publications.

Article 1: Name and Legal Status

The organization shall be known as the Asian StarNexus Innovation Research Society (ASIRS), operating as a program of the Greater Bay Area StarNexus Innovation Institute Limited, a non-profit entity registered in Hong Kong. The Society's publishing activities are executed through its publishing arm, StarNexus Science Press (Hong Kong).

Article 2: Purpose and Objectives

The Society is established to:

  • Advance interdisciplinary research in Artificial Intelligence, Digital Medicine, and Intelligent Systems
  • Provide gold open access publishing services to the global academic community
  • Foster a scholar-led publishing ecosystem that prioritizes editorial independence and academic integrity
  • Promote ethical publishing practices in alignment with COPE guidelines
  • Build a global researcher network to facilitate collaboration and knowledge exchange

Article 3: Editorial Board Composition

The Editorial Board shall consist of the following positions:

  • Editor-in-Chief: One (1) position, responsible for overall editorial strategy and final manuscript decisions
  • Associate Editors: Up to five (5) positions, responsible for managing peer review for assigned submissions
  • Editorial Board Members: Up to forty (40) positions, contributing to peer review, journal promotion, and strategic advisory
  • Honorary Editors: Emeritus scholars appointed by the Publisher in recognition of distinguished service

Article 4: Appointment and Term

Editorial Board members are appointed as follows:

  • All members serve a term of three (3) years, renewable for up to two additional terms
  • Renewal is subject to performance review and mutual agreement
  • Appointments are made by the Publisher upon recommendation by the Editor-in-Chief
  • Selection criteria include academic excellence, research impact, and geographic diversity
  • Early-career researchers are encouraged to apply for Associate Editor positions

Article 5: Responsibilities

Editor-in-Chief

Oversee editorial policies, make final acceptance decisions, represent the journal in academic forums, and ensure adherence to ethical standards.

Associate Editors

Manage peer review for assigned manuscripts, ensure timely processing, and maintain reviewer databases.

Board Members

Conduct peer reviews, promote the journal within their networks, and provide strategic advice to the Editor-in-Chief.

Article 6: Meetings and Decision-Making

  • The Editorial Board shall convene at least once annually via virtual meeting
  • Special meetings may be called by the Editor-in-Chief or Publisher as needed
  • Editorial decisions are made by majority vote of participating members
  • All decisions shall be documented and archived for transparency

Article 7: Conflict of Interest

  • All board members must disclose any potential conflicts of interest regarding submissions they handle
  • Any board member with a conflict shall recuse themselves from editorial decisions on the relevant manuscript
  • Conflicts include, but are not limited to: personal relationships, financial interests, institutional affiliations, or prior collaboration with authors
  • All disclosures shall be recorded and maintained by the Editorial Office

Article 8: Peer Review Standards

  • All submitted manuscripts undergo double-blind peer review
  • Reviewers are selected based on their expertise in the relevant field
  • Reviewers must adhere to confidentiality and timeliness standards
  • Authors are provided with constructive feedback to improve their work
  • The review process is managed through the OJS platform to ensure efficiency and transparency

Article 9: Open Access and Licensing

  • All publications are made available under the Creative Commons Attribution 4.0 International License (CC BY 4.0)
  • Authors retain copyright of their work
  • Content is freely accessible to readers without subscription fees
  • Full compliance with Plan S and other international open access mandates

Article 10: Amendments

  • This Constitution may be amended by a two-thirds majority vote of the full Editorial Board
  • Amendments require approval by the Publisher
  • All amendments take effect immediately upon approval
  • The latest version shall always be posted on the official website

Article 11: Dissolution

  • Should the journal cease publication, the Editorial Board shall be dissolved by the Publisher
  • All editorial records shall be archived in accordance with industry standards
  • Authors shall be notified and provided with alternative publishing options
  • Open access content shall remain permanently available through archival partners
